I have the blouse version of that Marc Jacobs skirt (same pattern, same contrast panel at the sides), it's beautifully made though it is completely sheer - I'm glad at least your skirt appears to have a lining! It's from his Spring 2009 collection.
I like to live dangerously and wear it with either a plain black bra or a really nice lacy one, the print can obscure a lot (even more if worn with loose hair)
